How to Get Urban Transformation Rent Aid?
According to the Law No. 6306 on Transformation of Areas Under Disaster Risk, the real estates that are determined to be in the disaster area are taken into the framework of urban transformation and are demolished and reconstructed. In order to prevent real estate owners and tenants from being victimized during the rebuilding process, urban transformation rental assistance is provided to them. In the urban transformation rental assistance, which is given for a maximum of 18 months, 5 months of the rental assistance can be paid in advance so that the real estate owners can cover the moving costs.
Rental assistance fee is calculated depending on the city and the years according to the Consumer Price Index (CPI). Real estate owners and tenants must apply to the Directorate of Infrastructure and Urban Transformation Services in order to benefit from the urban transformation rental assistance.
What are the Documents Required to Get Rental Assistance?

The documents required to receive the urban transformation rental assistance vary depending on whether the applicant is a real estate owner or a tenant. Documents required to be submitted by tenants also differ depending on whether they are a residence or workplace tenant. The documents required for the real estate owner to receive urban transformation rental assistance are as follows:
- Application form to be taken from the Directorate of Infrastructure and Urban Transformation Services, where the application will be made.
- Original and photocopy of identity card
- Original and photocopy of the title deed showing the independent part of the real estate
- Original of the wet signed identity register sample to be taken from the civil registration office.
- A copy of the passbook with the IBAN number (T.R. Ministry of Environment and Urbanization, Istanbul Infrastructure and Urban Transformation Services Directorate states that the bank account should be a current account belonging to public banks and if possible, it should be Ziraat Bank or Halkbank.)
If the house is multi-share, the original of one of the natural gas, electricity or water bills of the last 3 months of the section belonging to the owner who wants to receive rental assistance must be submitted. If the invoice cannot be shown, a real estate tax return must be obtained showing who belongs to the department for which rental assistance will be obtained. This document, which can be obtained from the relevant municipality, must be signed and sealed by the authorized supervisor. If the real estate owner who wants to get rental assistance applies with a representative, he/she must also submit the following documents:
- Original and photocopy of the power of attorney
- Original and photocopy of the attorney’s identity card
In the application for rental assistance to be made with a power of attorney, the phrase “authorizing the application for rental assistance to be made within the scope of Law No. 6306” must be included in the power of attorney.
What are the Conditions for Housing Tenants to receive Urban Transformation Assistance?

People living as tenants in residences in the urban transformation area can also benefit from the urban transformation rental assistance. Renters are provided with a 2-month rental fee. The cost of the assistance to be provided is calculated by considering the average rent of the city where the residence is located. The documents that the tenants must submit in order to benefit from the urban transformation rent support are as follows:
- Application form to be taken from the Infrastructure and Urban Transformation Services Directorate, where the application will be made
- Original and photocopy of identity card
- The original copy of the identity register with wet signature to be obtained from the civil registration office or the original of the water, electricity or natural gas invoice registered in the name of the tenant for the last 3 months
- Photocopy of the report stating that the real estate is risky
- A copy of the passbook with the IBAN number (T.R. Ministry of Environment and Urbanization, Istanbul Infrastructure and Urban Transformation Directorate states that the bank account should be a current account belonging to public banks and if possible, it should be Ziraat Bank or Halkbank.)
What are the Rights of Workplace Tenants in the Urban Transformation Area?

Workplace tenants are also entitled to receive 2-month urban renewal rental assistance, just like residential tenants. To apply for rental assistance, they must submit the following documents:
- Application form to be taken from the Directorate of Infrastructure and Urban Transformation Services, where the application will be made.
- Original and photocopy of identity card
- Tax plate of the risky building where the workplace is located
- Tax plate of the new workplace address
- Photocopy of the report stating that the real estate is risky
- A copy of the passbook with the IBAN number (T.R. Ministry of Environment and Urbanization, Istanbul Infrastructure and Urban Transformation Directorate states that the bank account should be a current account belonging to public banks and if possible, it should be Ziraat Bank or Halkbank.)
Persons who have a residence or workplace within the urban transformation area must apply for rental assistance within 1 year from the date of evacuation of the building or within 3 months from the date of demolition of the building.
