What is Energy Performance Certificate, Is It Mandatory?
Energy performance is evaluated by considering energy consumption such as heating and cooling systems of buildings and greenhouse gas emission level. Then, energy consumption classification is made with one of the letters A, B, C, D, E, F, G. A refers to the most efficient and G refers to the most inefficient energy consumption class.
As a result of this energy assessment, the document containing the information of the building is called the Energy Performance Certificate (EKB). With the Energy Identity Certificate (EKB) regulation, it is aimed to prevent energy waste, to protect nature and to ensure efficient use of energy resources in buildings.
Is Energy Performance Certificate Mandatory?
According to the Energy Efficiency Law No. 5627, residential buildings are required to obtain an Energy Identity Certificate as of January 2020. After this date, it will not be possible to carry out purchase, sale and rental transactions for structures that do not receive EKB.
Buildings that have a construction permit before January 2011 are required to obtain an energy consumption class certificate between A and G. However, buildings constructed after 2011 must be in category C of Energy Performance Certificates. The Energy Consumption Certificate has a validity of 10 years.
Which Buildings Are Not Obligated to Obtain an Energy Performance Certificate?
There is no EKB requirement for some building types:
- Structures such as warehouses, warehouses, barns that do not need to be heated or cooled
- Buildings operating in the industrial sector
- Buildings with a usable area of less than 50 m2
- Greenhouses and workshops
- Buildings with a planned lifetime of less than 2 years
- Buildings of the Turkish Armed Forces, the Ministry of National Defense and its affiliates and the National Intelligence Organization
How to Obtain an Energy Performance Certificate?

Energy Performance Certificate, which is issued to prevent energy losses, can be obtained by applying to energy efficiency consultancy companies authorized by the Ministry of Energy and Natural Resources. The documents required to obtain an Energy Performance Certificate are:
- Architectural project
- Mechanical project
- Electrical lighting project
- Static project
- Heat insulation project if there is sheathing
